HIDALGO 2019
El Campeonato Panamericano de Ciclismo de Ruta es un
evento continental, que se lleva a cabo desde el año de 1974,
en el que participan más de 40 países que pertenecen a la
Confederación Panamericana de Ciclismo.
La Federación Mexicana de Ciclismo (FMC) hizo una gran
gestión por parte del comité directivo, encabezado por el C.P
Edgardo Hernández Chagoya y Vicepresidente de la
Confederación Panamericana de Ciclismo (COPACI) para
traer a nuestro país tan importante evento en el calendario
rumbo a los próximos Juegos Olímpicos ya que diferentes países
lo pretendían.
Pachuca, Hidalgo será la sede del gran evento internacional
“CAMPEONATO PANAMERICANO DE CICLISMO RUTA
ÉLITE 2019” que dará inicio el día 29 de abril para terminar
oficialmente el día 5 de mayo del año en curso.
El Campeonato Panamericano de Ciclismo de Ruta Élite, será
un evento de relevancia tanto para la entidad como para los
ciclistas del continente que esperan obtener puntos dentro del
ranking para los Juegos Olímpicos Tokio 2020.
6CONSIDERACIONES
Evento avalado por la UCI, COPACI y la Federación Mexicana de Ciclismo y
organizada por R & R, en conjunto con la Asociación Hidalguense de Ciclismo.
Por primera vez en la Historia de Hidalgo se realizará el Panamericano de
Ciclismo.
Con 3 Rutas: 1.- Río de las Avenidas. 2.- La Ciudad de Conocimiento.
Ruta 1: Contra Reloj Elite y Sub23 Varonil y Femenil.
Ruta 2: Fondo Elite Femenil, Sub 23 y elite Varonil.
Del 29 de abril al 05 de mayo.
GRAN IMPACTO NACIONAL E INTERNACIONAL
Por la magnitud del evento, el impacto será en el Estado de Hidalgo, en el País
y a Nivel Internacional.
La mayoría de las selecciones vendrán con el equipo completo, porque reparte
puntos UCI para los juegos Olímpicos de Tokio, esperando que vengan con sus
mejores cartas.
8GUIA TECNICA
La 34.ª edición del Campeonato Panamericano de Ruta 2019 tendrá lugar en la
CIUDAD DE PACHUCA DE SOTO, HIDALGO, MEXICO del 29 de abril al 5 de mayo
próximo.
Contando con delegaciones como: ARGENTINA, BRASIL, CANADÁ,
CHILE, COLOMBIA, COSTA RICA, CUBA, ESTADOS UNIDOS,
GUATEMALA, HONDURAS, PERU, VENEZUELA, PARAGUY,
PANAMA, HAITI, CURAZAO, BERMUDAS, REPUBLICA
DOMINICANA, URUGUAY ECUADOR, ARUBA, MARTINICA Y
MÉXICO
El día 29 de abril se producirá el arribo de las delegaciones a la sede, el aeropuerto
más cercano es el de la Ciudad de México y se encuentra a 90 km de Pachuca de
Soto.

En relación con el programa del evento, es obligatorio, según el reglamento
UCI, asistir a la ceremonia de inauguración la cual se llevará a cabo el día 30 de abril,
en el recinto Gota de Plata a las 17:00 horas, para lo cual se les entregará en la
reunión técnica el orden de presentación de las selecciones, además se contará con
transporte de los hoteles sede al recinto.
Desde el punto de vista competitivo, el panamericano de ruta 2019 iniciará su
programa con la competencia contrarreloj para las categorías FEMENIL, SUB 23 y
ELITE el 1 de mayo.
10Nuestro Estado de Hidalgo, que orgullosamente lleva el nombre del Padre de la Patria
y los ochenta y cuatro municipios que lo conforman, presentan, diversas
características propias y esto se debe a las heterogéneas regiones en que se
encuentra dividida nuestra Entidad; así los municipios de la Huasteca Hidalguense,
son diferentes a los del Valle del Mezquital, a los de la Altiplanicie y
a los de la Sierra y hasta en una misma región encontramos municipios diversos,
distintos unos de otros ya sea cultural, económica y socialmente.
La historia de Pachuca de Soto; data del siglo XV, cuando fue fundada por un
grupo mexica. La ciudad formaba parte de uno de los centros mineros más
importantes de la Nueva España, ya que es aquí donde, por primera vez, se utilizó el
método de amalgamación para la obtención de la plata, conocido como beneficio de
patio.
Al inicio de la guerra de independencia las minas fueron abandonadas; en 1813,
Pachuca recibe el título de Ciudad, mediante el pago de 3000 pesos que
hizo Francisco de Paula Villaldea. El 16 de enero de 1869, por decreto presidencial
de Benito Juárez, se crea el estado de Hidalgo, designando como capital del estado a
la ciudad de Pachuca.
De principios del siglo XIX, Pachuca de Soto y Mineral del Monte tuvieron un periodo
de asociación con Cornualles, Inglaterra, la comunidad cónica e inglesa se estableció
en la región, disminuyendo solamente durante la primera mitad del siglo XX. Así se
organizaron y formaron un equipo, el "Pachuca Atletic Club", considerado uno de los
primeros equipos oficiales de México, razón por la que a la ciudad se le conoce como
la Cuna del Fútbol Mexicano.
11CIUDAD DEL CONOCIMIENTO, SAN AGUSTÍN TLAXIACA.
Es un proyecto de largo plazo, que tiene como principal objetivo, capitalizar la basta
estructura académica, científica y tecnológica con la que cuenta nuestro Estado.
Empresas de alto valor en investigación, desarrollo e innovación, encontrarán en un
emplazamiento urbano las facilidades para colaborar con universidades de alta
calidad, centros de investigación e instituciones que conjuntamente promueven una
cultura y economía del conocimiento.
Actualmente, contamos con la participación de instituciones de probado nivel
académico y organizacional, que confiaron en este proyecto y que representan para
los hidalguenses nuevos horizontes de desarrollo. Es así que agradecemos al Instituto
Politécnico Nacional (IPN), por ser pioneros junto con nosotros en este ambicioso
proyecto; a la Universidad Autónoma del Estado de Hidalgo (UAEH), por empatar su
desarrollo institucional con esta iniciativa; a la Cámara Nacional de la Industria Textil
(CANAINTEX) y a la Cámara Nacional del Vestido (CANAIVE) por conceptualizar a
Hidalgo como un polo de innovación, con la creación del Centro Nacional de
Innovación Textil y del Vestido; asimismo, reconocemos el decidido
apoyo del Fondo Nacional de Fomento al Turismo (FONATUR), quien proyecta el
Centro de Convenciones, necesario para efectuar encuentros y foros, no solo de orden
académico y científico, sino también para incursionar en el ámbito del turismo de
congresos, convenciones y negocios.
TRANSPORTE:
Cada Federación Nacional tendrá como límite hasta el día 1 de abril para la
confirmación numérica y la inscripción nominal con el formato que se adjunta a esta
convocatoria, el 15 de abril con toda la información que se solicita en él, como los
horarios de llegada y salida, número de personas, de maletas, etc., para poder
garantizar el apoyo a cada federación, igualmente se les comunica que de no enviarse
la información en tiempo y forma, la organización no se hará responsable de la
recepción de la o las delegaciones que no envíen su información a más tardar el 15
de abril, esto para poder coordinar la recepción y desplazamiento del aeropuerto al
hotel previsto por la Organización.
Un (1) solo recibimiento por delegación oficial en el aeropuerto internacional de la
Ciudad de México a Pachuca de Soto, Hidalgo, que está a 90 km.
12La organización ha dispuesto los servicios de transporte de los hoteles sede a los
diferentes escenarios de competencia, se pondrán los horarios de traslado del hotel u
hoteles a cada uno de los diferentes escenarios.
Se les proporcionará un vehículo a cada delegación si tienen por lo menos 4
deportistas, de lo contrario se compartirá con otra delegación, para lo cual deberán
presentar copia del pasaporte, de la licencia de conducir y tarjeta de crédito.
Los vehículos se entregarán en el estacionamiento del hotel Fiesta Inn el 30 de abril,
al término de la reunión técnica aproximadamente de 15:00 a 16:30 horas. Se les
proporcionará un vehículo a cada delegación si tienen por lo menos 4 deportistas, de
lo contrario se compartirá con otra delegación, para lo cual deberán presentar copia
del pasaporte, de la licencia de conducir y tarjeta de crédito, de lo contrario se tendrá
que dejar en garantía 200 dólares.
Los vehículos de la caravana solo podrán ser manejados con el permiso del director
el equipo, siendo el director el responsable de dichos vehículos.
Los vehículos deberán circular en todo momento por el carril derecho en la caravana
y solo el carril izquierdo será utilizado con el permiso del Presidente del Colegio de
Comisarios.
No podrán circular vans en la caravana, ni vehículos no autorizados por el Presidente
del Panel de Comisarios del Evento, “Restricción UCI 2.2.032”. Los vehículos para
proceder a aproximarse o rebasar al pelotón, requieren del permiso del Presidente del
colegio de Comisarios, informando de sus atenciones de acercamiento o para rebasar
al grupo y será por el lado izquierdo.

18Artículo 1. ORGANIZACIÓN
El Campeonato Panamericano de Ruta Elite-Sub 23, es organizado en conjunto por
el Gobierno del Estado de Hidalgo, La Asociación de Ciclismo del Estado y la
Federación Mexicana de Ciclismo, con el apoyo de la Confederación Panamericana
de Ciclismo, bajo las regulaciones de la Unión Ciclista Internacional (UCI).
El cual se llevará a cabo del 29 de abril al 05 de mayo con las pruebas de contrarreloj
y ruta respectivamente.

Artículo 2. REGISTRO
El registro se hará únicamente con el formato oficial enviado para tal efecto antes del
15 de abril y enviado al Comité Organizador al correo fmc.mexico@hotmail.com
Artículo 3. PARTICIPACIÓN
Hotel sede para equipos: Hotel la Joya y Best Western Plus.
Conforme al Art. 10.1.005 del Reglamento de la UCI. Todas las Federaciones
Nacionales miembros de la Asociación Continental y solamente éstas, podrán tomar
parte en las pruebas de los Campeonatos Continentales. El número máximo de
corredores participantes en las diferentes pruebas será el mismo para todas estas
Federaciones.
19Conforme al Art. 34 de los Estatutos de la Confederación Panamericana de Ciclismo
(COPACI), ésta será la máxima participación por prueba y rama:
C.R.I.: 2 atletas por país / por categoría- Rama
Ruta: 6 atletas por país / por Categoría- Rama
El evento está abierto para atletas de las categorías: Hombres Elite (ME), Hombres
sub 23 (MU) y Mujeres Elite (WE)..
La recepción de equipos será a partir del lunes 29 de mayo con la cena, en el hotel
sede.
La Organización del Campeonato Panamericano de Ruta 2019, proporcionara el
hospedaje y alimentación desde la cena del lunes 29 de abril hasta el desayuno del
lunes 6 de mayo.
El Comité Organizador de los Campeonatos Panamericanos Ruta proporcionará a
cada delegación el alojamiento, alimentación y transporte interno hasta el 06 de mayo
para (22) personas, de ellas 6 deportistas varones elite, 6 deportistas sub23, 6 damas
y 4 directivos.
La organización no es responsable de la cancelación de servicios extras tales como:
llamadas telefónicas, internet, lavandería, servicios de habitación y bar además de
transporte y alimentación no proporcionada por el comité organizador.
Artículo 4. OFICINA PERMANENTE
La oficina permanente se encontrará instalada en el hotel sede de los equipos, La
Joya y Best Western.
Artículo 5. RADIO TOUR
La información será transmitida por el canal 2
Artículo 6. SERVICIO NEUTRAL
El servicio de asistencia mecánica neutral, será otorgado por la Organización con 3
vehículos y un coche escoba, los cuales estarán presentes en la reunión técnica para
cualquier consulta del material deportivo que se estará manejando en el servicio
neutral; éste servicio se proporcionará desde el 01 de mayo en la prueba de
contrarreloj.
20Artículo 7. REGULACIÓN DE LA PRUEBA CONTRARRELOJ Y EL
CIRCUITO DE RUTA.
¡. Para la prueba de Contrarreloj, correspondiente al orden de salida, estará
determinado por el panel de comisarios teniendo en consideración: el ranking, el
sorteo que se realice, el número de participantes, la longitud del circuito
correspondiente. Será informado una vez que termine la Junta técnica a las 14:00
como está programado
Para las pruebas de Ruta: Los Equipos deben presentarse completos al pódium de
control de firmas, con su vestuario de competencia. Dicho control se abrirá 50 minutos
antes de la salida y se cerrará a falta de 10 minutos.
Los vehículos se les proporcionarán desde el día 30 de abril, rotulado por Nación,
incluyendo rack y radio para que se pueda acompañar a los ciclistas.
En las delegaciones que tengan por lo menos 3 competidores en el campeonato
panamericano, se les proporcionará un vehículo, en caso contrario se compartirá
vehículo con otra nación.
II. TIEMPO DE CONTROL (LIMITE):
En las pruebas Contra Reloj: NO hay límite de tiempo
Durante el circuito de ruta: En ambas ramas; en caso de que algún corredor o
corredores se rezaguen considerablemente, de acuerdo a lo establecido por el panel
de comisario, o sean alcanzados por la fuga o el grupo principal, estos no podrán
permanecer en el circuito de competencia, serán retirados de la competencia.
III. CONTROL DE BICICLETAS Y EQUIPO DE COMPETENCIA:
C.R.I. :
Cada bicicleta será chequeada 15 minutos antes de su correspondiente
partida.
Durante la carrera se puede cambiar de bicicleta y se permite soporte técnico
desde el vehículo del equipo.
21Para la Ruta:
Cambio de bicicleta y soporte técnico es permitido en cada paso por los
boxes, desde el vehículo neutral o desde el vehículo del equipo.
El uso del radio de comunicación u otro medio remoto (auriculares. etc.) por o
con los corredores NO es permitido.
Artículo 8. PREMIACIÓN
Los siguientes premios serán considerados para cada prueba convocada:
1er. Lugar: Medalla Dorada y Jersey de Campeón Panamericano.
2do. Lugar: Medalla Plateada.
3er. Lugar: Medalla Bronceada.
En C.R.I. : Un zona de "Hot Seat" para los tres mejores tiempos debe
prepararse cerca de la línea de llegada
En Ruta : Los corredores deben presentarse por sí mismos al Pódium de premiación
máximo 10 minutos después de cruzar la línea de meta.
Para la prueba de ruta, se otorgará la puntuación correspondiente al campeonato
Panamericano de Ruta por rama y categoría.

Artículo 9. ANTIDOPAJE Y SERVICIO MÉDICO
En todas las categorías y pruebas, los corredores se someterán al Control Antidopaje
de acuerdo a la legislación establecida por el Comité Nacional Antidopaje y el
reglamento de Control Antidopaje de la UCI.
Los lugares de los controles antidopaje estarán equipados y señalizados, cerca de las
zonas de meta.
Servicio médico: El servicio médico se dará en el desarrollo de cada una de las
pruebas, considerando 3 ambulancias, las cuales en el circuito de la ruta femenil, 2
se encontrarán ubicadas en puntos del circuito y una en circulación durante la
competencia de ruta. Para la ruta varonil sub23 y elite, las 3 ambulancias estarán en
circulación con el lote de ciclistas.
24Para la prueba Contrarreloj, las 3 ambulancias estarán ubicadas en diferentes puntos
a lo largo del circuito y habrá un área médica cerca del punto de salida.
Los hoteles de los equipos, contará igualmente con el apoyo del servicio médico.

Artículo 10. DORSALES, PLACAS DE CUADROS NUMERADAS.
Para su identificación la Organización facilitará a los corredores 2 dorsales y una placa
de cuadro para las bicicletas. Cada corredor deberá procurar que sus números de
identificación se encuentren siempre visibles y legibles.
Estos números dorsales se entregarán al término de la Reunión Técnica el 30 de abril,
en el Hotel Fiesta Inn, de acuerdo al programa.
25Artículo 11. ABASTECIMIENTO
Para la prueba contra reloj, en la reunión técnica se precisará si procede el
abastecimiento y se fijarán las modalidades del mismo, por los comisarios, de acuerdo
al Art. 2.4.021 del reglamento de la UCI.
Para la prueba de ruta, la zona de abastecimiento pie a tierra estará marcada 200 m.
Antes de la meta y 200 m. después de la meta, considerando lo establecido en el
reglamento de la UCI, después de los primeros 30 km. Cerrándose en los últimos 20
km, previa autorización del Presidente del Panel de Comisarios, de acuerdo a las
condiciones del clima.
El abastecimiento será de vehículo y habrá una zona pie tierra, en lo correspondiente
al circuito en la Ciudad del conocimiento, se llevará a cabo por el lado derecho de la
vía de competencia, considerando que al vehículo no podrá ir abasteciendo a los
competidores.
Se indicará en la reunión técnica del 30 de abril, la zona de abastecimiento pie tierra
y la zona de descarte.
Artículo 12. CRONOMETRAJE
La toma de tiempos se efectuará por medio de cámaras de photo finish a la 1/100 seg.
Los resultados de las etapas en line, serán comunicados al segundo inferior; además
se contará con un cronometraje manual el cual será efectuado en todo momento por
los comisarios cronometradores y llegadas.
En caso de llegada en pelotón, todos los corredores del mismo grupo serán
acreditados con el mismo tiempo. A cada corte efectivo, los comisarios
cronometradores registrarán un nuevo tiempo, que será tomado sobre el primer
corredor de grupo.
Actuarán hasta la llegada del coche cierre de carrera y tomarán igualmente el tiempo
de corredores que lleguen fuera de control. La lista se entregará con los tiempos al
Presidente del Panel del Colegio de Comisarios.
26Artículo 13. SANCIONES
La tabla de sanciones de la UCI será la única aplicable.
Artículo 14. RESULTADOS
Los resultados serán publicados después de ser firmados por los comisarios del
evento. Cada director de equipo recibirá una copia por correo electrónico y una copia
impresa después de la prueba o en su respectivo hotel. Los resultados oficiales serán
publicados en la página web.

Artículo 15 PROCEDIMIENTOS DE CARAVANA
Los vehículos se entregarán en el estacionamiento del hotel Fiesta Inn el 30 de abril,
al término de la reunión técnica aproximadamente de 15:00 a 16:30 horas. Se les
proporcionará un vehículo a cada delegación si tienen por lo menos 4 deportistas, de
lo contrario se compartirá con otra delegación, para lo cual deberán presentar copia
del pasaporte, de la licencia de conducir y tarjeta de crédito, de lo contrario se tendrá
que dejar en garantía 200 dólares.
Los vehículos de la caravana solo podrán ser manejados con el permiso del director
el equipo, siendo el director el responsable de dichos vehículos.
Los vehículos deberán circular en todo momento por el carril derecho en la caravana
y solo el carril izquierdo será utilizado con el permiso del Presidente del Colegio de
Comisarios.
No podrán circular vans en la caravana, ni vehículos no autorizados por el Presidente
del Panel de Comisarios del Evento, “Restricción UCI 2.2.032”. Los vehículos para
proceder a aproximarse o rebasar al pelotón, requieren del permiso del Presidente del
colegio de Comisarios, informando de sus atenciones de acercamiento o para rebasar
al grupo y será por el lado izquierdo.

The Pan-American Road Cycling Championship is a continental event,
which has been held since 1974, in which more than 40 countries belong
to the Pan-American Cycling Confederation.
The Mexican Federation of Cycling (FMC) made a great management by
the steering committee, led by C.P. Edgardo Hernández Chagoya and
Vice President of the Pan-American Cycling Confederation (COPACI) to
bring our country such an important event in the calendar to the next
Olympic Games since different countries wanted it.
Pachuca, Hidalgo will host the great international event "PANAMERICAN
CHAMPIONSHIP OF CYCLING ROAD ELITE 2019" that will start on April
29 to officially end on May 5 of the current year.
The Pan-American Elite Road Cycling Championship will be an event of
relevance both for the entity and for the cyclists of the continent who
expect to obtain points in the ranking for the Tokyo 2020 Olympic Games.

Due to the magnitude of the event, the impact will be in the State of
Hidalgo, in the Country and at the International Level.
Most of the selections will come with the full team, because they hand out
UCI points for the Tokyo Olympics, hoping they come with their best cards.

The 34th edition of the 2019 Pan-American Road Championship will take place
in the CITY OF PACHUCA DE SOTO, HIDALGO, MEXICO from April 29 to May
5 next.
Counting with delegations such as: ARGENTINA, BRAZIL, CANADA, CHILE,
COLOMBIA, COSTA RICA, CUBA, UNITED STATES, GUATEMALA,
HONDURAS, PERU, VENEZUELA, PARAGUAY, PANAMA, HAITI,
CURACAO, BERMUDAS, DOMINICAN REPUBLIC, URUGUAY ECUADOR,
ARUBA, MARTINICA AND MEXICO
On April 29 there will be the arrival of the delegations to the headquarters, the
closest airport is the one in Mexico City and it is 90 km from “Pachuca de Soto.”

In relation to the program of the event, it is mandatory, according to the UCI
regulations, to attend the inauguration ceremony which will take place on April
30, at the “Gota de Plata” venue at 5:00 p.m., for which the order of presentation
of the selections will be delivered to them at the technical meeting, and there
will be transportation from the host hotels to the venue.
From the competitive point of view, the 2019 Pan-American route will start its
program with the time trial competition for the WOMEN´S, SUB 23 and ELITE
categories on May 1.
37Our State of Hidalgo, which proudly bears the name of the Father of the Nation and
the eighty-four municipalities that make it up, have different characteristics and this is
due to the heterogeneous regions in which our Entity is divided; thus the municipalities
of the Huasteca Hidalguense, are different from those of the Valley of the Mezquital,
to those of the Upland and
to those of the Sierra and even in the same region we find diverse municipalities,
different from each other culturally, economically and socially.
The history of Pachuca de Soto; dates from the 15th century, when it was founded by
a mexica group. The city was part of one of the most important mining centers of New
Spain, since it is here where, for the first time, the amalgamation method was used to
obtain silver, known as patio benefit.
At the beginning of the war of independence the mines were abandoned; in 1813,
Pachuca receives the title of City, through the payment of 3000 pesos that Francisco
de Paula Villaldea made. On January 16, 1869, by presidential decree of Benito
Juárez, the state of Hidalgo was created, designating the city of Pachuca as state
capital.
From the early nineteenth century, Pachuca de Soto and Mineral del Monte had a
period of association with Cornwall, England, the conical and English community
settled in the region, declining only during the first half of the twentieth century. So they
organized and formed a team, the "Pachuca Atletic Club", considered one of the first
official teams in Mexico, which is why the city is known as the Cradle of Mexican
Soccer.
38CITY OF KNOWLEDGE, SAN AGUSTÍN TLAXIACA.
It is a long-term project, whose main objective is to capitalize on the vast academic,
scientific and technological structure of our State. Companies with high value in
research, development and innovation, will find in an urban location the facilities to
collaborate with high quality universities, research centers and institutions that together
promote a knowledge culture and economy.
Currently, we have the participation of institutions of proven academic and
organizational level, who trusted in this project and represent new development hordes
for Hidalgo. This is how we thank the National Polytechnic Institute (IPN), for being
pioneers with us in this ambitious project; to the Autonomous University of the State of
Hidalgo (UAEH), for matching its institutional development with this initiative; the
National Chamber of the Textile Industry (CANAINTEX) and the National Chamber of
Dress (CANAIVE) for conceptualizing Hidalgo as a pole of innovation, with the creation
of the National Center for Textile and Clothing Innovation; likewise, we recognize the
decided
support from the National Fund for Tourism Promotion (FONATUR), who designs the
Convention Center, necessary to hold meetings and forums, not only academic and
scientific, but also to enter the field of congress, convention and business tourism.
TRANSPORT:
Each National Federation will have as limit until April 1 for the numerical confirmation
and the nominal registration with the format attached to this call, on April 15 with all the
information requested in it, such as the arrival and departure times. departure, number
of people, suitcases, etc., to be able to guarantee support to each federation, they are
also informed that if the information is not sent in a timely manner, the organization will
not be responsible for the reception of the delegation (s). that they do not send their
information by April 15th, in order to coordinate the reception and travel from the airport
to the hotel provided by the Organization.
One (1) only reception by official delegation at the international airport of Mexico City
to Pachuca de Soto, Hidalgo, which is 90 km away.
39The organization has arranged the transportation services of the host hotels to the

Each delegation will be provided with a vehicle if they have at least 4 athletes,
otherwise they will be shared with another delegation, for which they must present a

the end of the technical meeting approximately from 3:00 pm to 4:30 pm. Each
delegation will be provided with a vehicle if they have at least 4 athletes, otherwise it

passport, driver's license and credit card, otherwise they will have to leave a guarantee
of 200 dollars.
The vehicles of the caravan can only be handled with the permission of the director of

Vehicles must travel at all times in the right lane in the caravan and only the left lane
will be used with the permission of the President of the College of Commissioners.

Article 1. ORGANIZATION
The Elite-Sub 23 Pan-American Road Championship is organized jointly by the
Government of the State of Hidalgo, the State Cycling Association and the Mexican
Cycling Federation, with the support of the Pan-American Cycling Confederation,
under the regulations of the International Cycling Union (UCI).
Which will take place from April 29 to May 05 with the time trial and route respectively.

Article 2. REGISTRATION
The registration will be made only with the official format sent for that purpose before
April 15 and sent to the Organizing Committee at the email fmc.mexico@hotmail.com
Article 3. PARTICIPATION
Hotel headquarters for teams: Hotel la Joya and Best Western Plus.
In accordance with Art. 10.1.005 of the Regulations of the UCI. All the National
Federations, members of the Continental Association and only these, will be able to
take part in the trials of the Continental Championships. The maximum number of
Participating riders in the different tests will be the same for all these Federations.
In accordance with Article 34 of the Statutes of the Pan American Cycling
Confederation (COPACI), this will be the maximum participation by test and branch:

The event is open to athletes of the Men Elite (ME)Men under 23 (MU) and Women
Elite (WE) categories
The reception of equipment will be from Monday, May 29 with dinner, at the
headquarters hotel.
The Organization of the 2019 Pan-American Road Championship will provide lodging
and meals from dinner on Monday, April 29 to breakfast on Monday, May 6.
The Organizing Committee of the Pan-American Road Championships will provide
each delegation with accommodation, meals and internal transportation until May 6 for
(22) people, including 6 elite male athletes, 6 under23 athletes, 6 ladies and 4
managers.
The organization is not responsible for the cancellation of extra services such as:
telephone calls, internet, laundry, room and bar services as well as transportation and
food not provided by the organizing committee.
Article 4. PERMANENT OFFICE
The permanent office will be installed in the hotel headquarters of the teams, La Joya
and Best Western.
Article 5. RADIO TOUR
The information will be transmitted through the channel 2
Article 6. NEUTRAL SERVICE
The neutral mechanical assistance service will be awarded by the Organization with 3
vehicles and a broom car, which will be present at the technical meeting for any
consultation of the sports equipment that will be handled in the neutral service; This
service will be provided from May 1st in the time trial.
47Article 7. REGULATION OF THE TIME TRIAL AND THE ROAD CIRCUIT.
.For the Time Trial, corresponding to the starting order, it will be determined by the
panel of commissioners taking into account: the ranking, the draw that takes place, the
number of participants, the length of the corresponding circuit. Will be informed once
the Technical Board ends at 2:00 pm as scheduled
For the Road tests: The Teams must present themselves complete to the control
podium of signatures, with their competition apparel. This control will be opened 50
minutes before departure and will close in the absence of 10 minutes.
The vehicles will be provided from April 30, labeled by Nation, including rack and radio
so that they can accompany the cyclists.
In the delegations that have at least 3 competitors in the Pan-American Championship,
a vehicle will be provided, otherwise vehicle will be shared with another nation.
Time Trials
For the Time Trial races, each bicycle will be checked by the UCI Commissaires. Each
rider must present their bicycle for that check and verification at least15 minutes
prior to their personal start time.

the team car

Article 8. AWARD
The following prizes will be considered for each event called:
• 1st. Place: Gold Medal and Jersey of Pan-American Champion.
• 2nd. Place: Silver Medal.
• 3rd. Place: Bronzed Medal.
• In C.R.I. : A "Hot Seat" zone for the three best times should be prepared near the
finish line
• On Route: Runners must present themselves to the podium maximum 10 minutes
after crossing the finish line.
For the Time Trial events, a ‘hot-seat’ zone for the best 3 times will be prepared near
the finish line.
For the Road Races, riders must present themselves at the podium within a maximum
of 10 minutes after crossing the finish line.

Article 9. ANTI-DOPING AND MEDICAL SERVICE
In all categories and events, runners will be subject to the Anti-Doping Control in
accordance with the legislation established by the National Anti-Doping Committee and
the UCI Anti-Doping Control Regulation.
The anti-doping controls sites will be equipped and marked, near the finish areas.
Medical service: The medical service will be given in the development of each of the
tests, considering 3 ambulances, which in the circuit of the women's road, 2 will be
located in points of the circuit and one in circulation during the road competition. For
the sub23 and elite male route, the 3 ambulances will be in circulation with the bicyclist.
51For the Time Trial, the 3 ambulances will be located at different points along the circuit
and there will be a medical area near the exit point.
The hotels of the teams, will also have the support of the medical service.

Article 10. DORSALES
For identification, the Organization will provide riders with 2 bibs and a bicycle license
plate. Each runner should ensure that their identification numbers are always visible
and legible.
These back numbers will be delivered at the end of the Technical Meeting on April 30,
at the Fiesta Inn Hotel, according to the program.
52Article 11. FEEDING
For the test against the clock, the technical meeting will specify if the supply is
appropriate and the modalities thereof will be determined by the stewards, in
accordance with Art. 2.4.021 of the UCI regulations.
For the route test, the foot-to-ground supply zone will be marked 200 m. Before the
goal and 200 m. after the goal, considering what is established in the UCI regulations,
after the first 30 km. Closing in the last 20 km, with the authorization of the President
of the Panel of Commissaires, according to the weather conditions.
The supply will be of vehicle and there will be a ground foot zone, in what corresponds
to the circuit in the City of Knowledge, it will be carried out on the right side of the
competition road, considering that the vehicle will not be able to supply the competitors.
It will be indicated at the technical meeting on April 30, the land supply zone and the
discard zone.
Article 12. TIMING
The taking of times will be done by means of photo finish cameras at 1/100 sec. The
results of the online stages will be communicated to the second lower one; In addition,
there will be a manual timekeeping which will be carried out at all times by the
timekeepers and arrivals.
In case of arrival in the peloton, all riders of the same group will be credited with the
same time. At each effective cut, the timekeepers will record a new time, which will be
taken on the first group runner.
They will act until the arrival of the car closing race and will also take the time of runners
who arrive out of control. The list will be delivered with the times to the President of the
Panel of the College of Commissaires.
Article 13. PENALTIES
53The ICU penalty table will be the only applicable one.
Article 14. RESULTS
The results will be published after being signed by the event's curators. Each team
manager will receive a copy by email and a hard copy after the test or at their respective
hotel. The official results will be published on the website.

Article 15 CARAVAN PROCEDURES
The vehicles will be delivered in the parking lot of the Fiesta Inn hotel on April 30, at
the end of the technical meeting approximately from 3:00 pm to 4:30 pm. Each
delegation will be provided with a vehicle if they have at least 4 athletes, otherwise it
will be shared with another delegation, for which they must present a copy of their
passport, driver's license and credit card, otherwise they will have to leave a guarantee
of 200 dollars.
The vehicles of the caravan can only be handled with the permission of the director of
the equipment, with the director being responsible for said vehicles.
Vehicles must travel at all times in the right lane in the caravan and only the left lane
will be used with the permission of the President of the College of Commissaires.
No vans may circulate in the caravan, nor vehicles not authorized by the President of
the Panel of Commissaires of the Event, "Restriction UCI 2.2.032". The vehicles to
proceed to approach or pass the bunch, require the permission of the President of the
College of Commissaires, informing of their attention to approach or to pass the group
and will be on the left side.
