Regardless of program type, the instructional benefits use the
Primary Home Language (Native Language) as a bridge to the
acquisition of English or Second Language.
A key element of this “bridge” is appropriate and challenging
instruction in native language arts that will support, enhance,
and “bridge the gap” in achieving the levels of performance

TWI/Dual Language Program
Two-Way Bilingual programs are also known as "Dual Language" or "Two
Way Immersion" education programs.
It consists of teaching English Language Learners in both English and their
native (home) language at different times of the day.
In the two-way program, English proficient students are also taught in
English and in a second language throughout the day. In Middletown, our

Similar to the Middle School, Heritage Language
Learning is a term widely used for a language spoken
in the home that is different from English. This
course continues with the skills taught in 8th grade.
These classes are set up to promote the Heritage or
native language and cultural learning while
becoming a proficient Heritage speaker within the 4
modalities of Speaking, Listening, Reading &
Writing. In Middletown, Spanish Heritage Language

in parental relation is critical to ensuring that English Language Learners (ELLs)
are well served. The New York State Education Department's Office of Bilingual
Education and World Languages (OBEWL) has created an English Language
Learner Parents' Bill of Rights which summarizes critical rights
concerning educational access and programming for ELLs/MLLs
and their parents. These key rights are summarized in an easy to reference
one page format, and the bill is being translated in the most commonly spoken
languages by New York State ELLs/MLLs. The bill also includes information on
how parents and students can contact our Parent Hotline or OBEWL if they
have questions or complaints.

▪ Time Extension: Schools may extend the test time for English language learners taking examinations Principals may
use any reasonable extensions, such as time-and-a-half (the required testing time plus one-half of that amount of time),
in accordance with their best judgment about the needs of the English language learners. Principals should consult with
each student’s classroom teacher when making these determinations.
▪ Separate/ Alternate Location: Schools are encouraged to provide optimal testing environments and
facilities for all students. They may administer tests to English language learners individually or in small groups in a
separate or alternate location.
▪ Translated Editions: English language learners may be provided with a translated edition of tests, if available.
Tests not available for translation are tests that measure ENGLISH PROFICIENCY. Examples: NYS ELA, the English
Regents, NYSITELL, NYSESLAT, ELA Quarterles , NWEA MAPS etc. that measure English
▪ Bilingual Dictionaries and Glossaries: English Language Learners may use bilingual dictionaries and
glossaries when taking examinations. These bilingual dictionaries and glossaries may provide only direct
translations of words. Bilingual dictionaries or glossaries that provide definitions or explanations of words, and

met the linguistic demands of Listening, Speaking, Reading & Writing in English.
A student at the Commanding level is entitled to receive two years of
continued ELL services.
✓ After testing Commanding on the NYSESLAT, students previously enrolled in the Bilingual
program will be removed from the Bilingual program due to their high level of English
proficiency. Within the Middletown City School District, Former ELL students will receive
supportive services for 2 years by an English as a New Language (ENL) teacher.
✓ After testing Commanding on the NYSITELL, at the time of entry into the school district at
registration, students are deemed English proficient by NYS regulation and do not qualify
for supportive ELL services. Such students do not qualify for program placement in a
Bilingual or ENL program.COMPETENTE NIVEL DE DESEMPEÑO
• COMPETENTE Proficiente- Nivel 5- PREVIO Aprendiz del inglés que a cumplido con las
demandas lingüísticas de Comprensión auditiva, Hablar, Lectura y Escrituras en inglés.
Un estudiante a nivel Competente tiene el derecho de recibir DOS AÑOS adicionales de
servicios ELL.
✓ Después de calificar Competente en el NYSESLAT, los estudiantes previamente inscritos en
el Programa Bilingüe se les dará de baja del Programa Bilingüe debido a su proficiencia en
inglés. Dentro del Distrito Escolar de la Ciudad de Middletown, los estudiantes previos ELL
recibirán servicios de apoyo por 2 años por un maestro de Aprendiz del inglés (ENL).
✓ Después de calificar Competente en el NYSITELL, al inscribirse al distrito escolar durante
registración, los estudiantes son considerados proficientes por la regulación NYS y no
califican para los servicios de apoyo ELL. Estos estudiantes no califican para inscripción en
