El año pasado, el Boletín de los Científicos Atómicos (Bulletin of Atomic Scientists) movió las manos del Reloj del Apocalipsis (en inglés Doomsday Clock) 2 minutos a la medianoche, citando "el fracaso de los líderes mundiales para enfrentar las amenazas de guerra nuclear y cambio climático", y destacando los riesgos cada vez más altos de un intercambio nuclear por accidente, error de cálculo, escalada de conflictos o intención.* Aplaudimos el proceso de paz y desnuclearización de Corea que comenzó desde entonces, y brindamos nuestro pleno apoyo a la diplomacia continua para garantizar el éxito. Y celebramos la adopción por las Naciones Unidas del Tratado sobre la Prohibición de las Armas Nucleares. Sin embargo, estamos muy preocupados por el deterioro del ambiente de seguridad en Europa y a nivel internacional durante 2018 derivado del detrimento del Tratado NIF (por las siglas en inglés de Intermediate- Range Nuclear Forces); el retiro de Estados Unidos del Plan de Acción Integral (Acuerdo de no proliferación nuclear de Irán); conflictos no resueltos entre Rusia y Occidente, incluyendo Crimea y Siria, y conflictos entre estados con armamento nuclear en otras regiones, incluyendo Asia del Sur y el Mar de China Meridional; un mayor desarrollo y/o modernización de las armas nucleares y sistemas militares relacionados ; e incitación a juegos de guerra y posturas de amenaza nuclear. * El 24 de enero de 2019, el Boletín de los científicos atómicos reajustó el reloj del día del juicio final en 2 minutos a la medianoche, lo que indica que no hay mejoría para los riesgos extremos para la humanidad de las armas nucleares y el cambio climático.
1) Tratado INF Estamos particularmente preocupados por el desmantelamiento del Tratado INF, un acuerdo histórico alcanzado en 1987 entre los Estados Unidos y la Unión Soviética para eliminar todos sus misiles balísticos y de crucero lanzados desde el suelo nuclear y convencional con rangos de 500 a 5.500 kilómetros, y para utilizar inspecciones exhaustivas en el sitio para verificar su implementación. Hacemos un llamado a los Estados Unidos y Rusia para que se abstengan de desarrollar y desplegar sistemas de armas que puedan violar el Tratado, y para resolver problemas de cumplimiento a través del diálogo y el trabajo mejorado de la Comisión Especial de Verificación establecida por el Tratado. De la misma forma, invitamos a la Duma Rusa y al Congreso de los EE. UU. para que se nieguen a autorizar o asignar fondos para el desarrollo o despliegue de sistemas de armas que puedan violar el Tratado, como el misil ruso 9M729 , o cualquiera que pudiera tener capacidad similar como arma prohibida en virtud del Tratado INF, tales como los misiles de crucero lanzados desde el aire o el mar. Pedimos a los Estados miembros de la OTAN que reafirmen su oposición a cualquier despliegue de misiles nucleares en Europa. 2) Nuevo Tratado START También nos preocupa que los conflictos actuales puedan socavar el nuevo Tratado START, el cual proporciona límites de sentido común y verificación sobre el número de armas estratégicas y vehículos de entrega desplegados por los EE. UU. Y Rusia, previsto que expire en febrero de 2021. Pedimos a EE. UU. y Rusia a ampliarán el nuevo Tratado START hasta 2026 y asumir recortes adicionales a sus reservas nucleares, ya sea de manera unilateral o mediante negociaciones. 3) Reducción del riesgo nuclear, incluido el no uso por primera vez Con el fin de reducir el riesgo del uso de armas nucleares por accidente, error de cálculo o la escalada de conflictos, hacemos un llamado a Rusia, Estados Unidos y la OTAN para reafirmar que una guerra nuclear no se puede ganar y de ningún modo se debe poner en marcha, y la implementación de dicha declaración se debe adoptar políticas para no iniciar el uso de las armas nucleares (políticas 'no primer uso'). Llamamos a Rusia y a Estados Unidos para rescindir sus políticas de 'lanzamiento de alerta' y para terminar con su alta disposición operacional del uso de armas nucleares. 4) Lograr un mundo libre de armas nucleares Destacamos la obligación universal de lograr un mundo libre de armas nucleares, y celebramos el compromiso asumido por la OTAN y los Estados Unidos de "crear las condiciones " para lograr este objetivo. Hacemos un llamado a estos mismos para poner en práctica este compromiso a través de: a) fortalecer el diálogo y el compromiso con otros Estados con armas nucleares; b) desarrollar un plan de acción para la nueva fase de eliminación integral de la disuasión nuclear y su reemplazo por la seguridad común; c) emprender los primeros pasos, reduciendo las reservas nucleares, cancelando los programas de modernización de las armas nucleares, recortando los presupuestos de las armas nucleares y reasignando estos fondos para apoyar el desarrollo sostenible; y d) unirse con otros Estados nuclearmente armados y resilientes, para negociar una convención mundial de armas nucleares (que garantice la eliminación de todas las armas nucleares) como ya es apoyada por China, India, Pakistán, Corea del Norte y la mayoría de los países no nucleares. Reafirmamos que el desarme ayuda a crear seguridad y nos comprometemos a actuar audazmente por un mundo libre de armas nucleares y menos militarizado. Hacemos un llamado a las ciudades, parlamentos, gobiernos y la sociedad civil de todo el mundo para que se unan a nosotros en este esfuerzo.
