Duque, los presidentes de laCorte Internacional de la Haya, el Tribunal de
Justicia de laUnión Europea, el Tribunal Europeo de DDHH, la Corte
Interamericana de DDHH, la Corte Africana de DDHH, más de 14
presidentes de tribunales constitucionales, así comola presidenta de la
American Bar Association (ABA) Patricia Lee Refo, y del Banco Central
Europeo ChristineLagarde, y una importante representación de otras
destacadas mujer juristas que han luchado por el imperiode la ley como
presidentas de tribunales supremos, magistradas, catedráticas y
altas representantes de lasNaciones Unidas de países como Australia,
Corea del Sur, Sudáfrica, Irán, Perú, Puerto Rico, Francia, España, o Reino

Estos días, en Barranquilla, la comunidad internacional dejuristas quiere

Congress of Jurists on December 2nd and 3rd,2021 in our country.

The celebration of the World Congress of Law, which hasbeen held since
1969, has demonstrated
the valuable opportunity that the history of law has had in bringing
together the most prominent jurists,
with the aim of contributing to the strengthening of therule of law,
world peace, respect for the law and institutions. Therefore, it´s an
honor for Colombia to host the XXVII World Congress of Law of the
World Jurist Association (WJA) and to turn the city of Barranquilla into
the World Capital of Law on this occasion.
The first World Congress of Law in Colombia is a tributeand recognition
to the effort and hard work of our country and its institutions, for the
protection of the Social State ofLaw, guarantor of the freedom of citizens,
order and peace,within the framework of the democratic system that
hasgoverned us for several years.
It´s a unique opportunity to bring together representatives of the legal
world in its maximum expression, in a scenariothat will allow to discuss the
challenges that nations have in raising new ideas for the defense of

reflection on the rule of law, the defense of democracy and

In the framework of the commemoration of the thirty years
of the Political Constitution of 1991 and the two hundred
years of the Constitution of Cúcuta, it fills us with hope to
reiterate in Barranquilla that, Colombia is a country
governed by the rule of law, respectful of the separation of
powers, promoter and defender of democracy in our
hemisphere.
It is not by chance, that Barranquilla has been chosen for this
