TRANSPORTATION LETTER – BOARDING FOIL
To board a flight bound for the United States, every U.S. Lawful Permanent Resident (LPR) must
present evidence that they are entitled to such status. This proof may be a valid “green card,”
appropriately stamped immigrant visa, or other documentation from the Department of Homeland
Security (DHS).
If your “green card” has been lost or stolen, or you are otherwise unable to demonstrate current LPR
status, you can apply for a Boarding Foil, valid for one entry to the United States within 30 days of
issuance. After returning to the United States, you should not leave the United States again until you
have applied for and received your new card. You can apply for your replacement card electronically
through the USCIS website: http://www.uscis.gov/i-90.
In order to apply for Boarding Foil at our Consular Section, please schedule an appointment with us
at BuenosAires-IV@state.gov. You will spend about 90 minutes in the Consular Section, have your
fingerprints taken, and have an interview with the Consul. You will need to bring the documents,
forms, and photos listed below. If your application is approved, we usually are able to issue the
Boarding Foil within five working days.
Please note that the Consulate is closed on U.S. and Argentine holidays and on certain administrative
days. The list of holidays and administrative days is available at:

Forms and documents required for the application:
o A completed and signed I-131A Form available at https://www.uscis.gov/i-131a.
o Obtain, if not known already, your A number. For further information about how to obtain it,
please direct your inquiries to the nearest USCIS field office location:
o https://www.uscis.gov/about-us/find-uscis-office/international-immigration-offices
o Printed receipt from the USCIS online payment system. For further information about the fee
click on the following link:
o https://public-prod-elis2.uscis.dhs.gov/efile/app/app/travel/#!/
o Valid passport;
o One photo (instructions below);
o Police Report documenting when the Green Card was stolen (if applicable);
o Proof of legal permanent residence (for example: copies of passport pages with US entry or
ADIT stamps, DHS approval forms, Green Card, etc.);
o Original airline ticket (boarding pass) from your last U.S. departure.
If you plan to file a Form I-131A to apply for a LPR boarding foil, please note that you must pay the
filing fee online on the USCIS website before appearing in person at a consular section. You must
bring evidence of payment, in the form of a printed email receipt notice or confirmation page, when
you appear in person to file Form I-131A. As with all immigration fees, USCIS does not issue
refunds,regardless of the decision on the application.

Please note that individuals who have remained outside of the United States for more than one year
without authorization will not be issued a Boarding Foil.
Conditional Residents, whose conditional status has expired, will not be issued a Boarding Foil unless
they can demonstrate that the conditions of their residency have been removed or unless the resident
card and I-797, Notice of Action, indicates that the status is extended.

CARTA DE TRANSPORTE – “BOARDING FOIL”
Para poder abordar un vuelo con destino a los Estados Unidos, todo Residente Legal Permanente
(LPR) de los Estados Unidos debe presentar evidencia que califican bajo dicho status. Esta
evidencia puede ser una “green card” válida, una visa de inmigrante correctamente estampada, u
otra documentación del Departamento de Seguridad Nacional (DHS).
Si ha perdido o le han robado su “green card” o no tiene forma de demostrar su estado actual de
LPR, puede solicitar un “Boarding Foil”, válido para una entrada a los Estados Unidos dentro de los
30 días de emitido. Una vez que haya regresado a los Estados Unidos, no debe salir de los Estados
Unidos otra vez, sin haber solicitado y obtenido una nueva tarjeta. Puede solicitar la nueva tarjeta
electrónicamente por medio de la página web del Servicio de Ciudadanía e Inmigración de los
Estados Unidos (USCIS): https://www.uscis.gov/es/formularios/i-90
A fin de solicitar un “Boarding Foil” en nuestra Sección Consular, por favor programe una cita con
nuestra sección escribiendo a BuenosAires-IV@state.gov. Estará en el Consulado aproximadamente
90 minutos donde se le tomarán las huellas dactilares y donde tendrá una entrevista con el Cónsul.
Deberá traer los documentos, formularios y fotos que se mencionan a continuación. Si su solicitud es
aprobada, generalmente podemos emitir el “Boarding Foil” dentro de los 5 días hábiles.
Por favor tenga en cuenta que el Consulado permanece cerrado los feriados estadounidenses y
argentinos y algunos días administrativos. La lista de los feriados y días administrativos está
disponible en https://ar.usembassy.gov/es/embajada/feriados/
Formularios y documentos requeridos para la solicitud:
o Completar y firmar el formulario I-131A disponible en https://www.uscis.gov/i-131a
o Obtener, si aún no lo conoce, su número de residente A. Para mayor información sobre cómo
obtenerlo, por favor consulte la oficina regional de USCIS.
o Constancia impresa del pago online del sistema de USCIS. Para mayor información sobre el
arancel, tenga a bien visitar el siguiente enlace: https://public-prod-

o Pasaporte válido.
o Una foto, (instrucciones a continuación).
o Denuncia policial documentando cuando fue robada la “green card” (si aplica)
o Evidencia de Residencia Legal Permanente (por ejemplo: copias del pasaporte con sellos de
entrada o sellos “ADIT” de los Estados Unidos, formularios de aprobación del Departamento
de Seguridad Nacional (DHS), “Green cards”, etc.).
o Ticket aéreo original (boarding pass) de su última salida de los Estados Unidos.
Si planea completar el formulario I-131A a fin de solicitar un “boarding foil”, tenga en cuenta que
deberá abonar on line el arancel en la página web de USCIS, antes de comparecer en la sección
consular. En el momento de la presentación del formulario I-131A, debe demostrar el pago, ya sea
mediante la impresión del recibo enviado por email o mediante la página de confirmación. Como

sucede con todos los aranceles de inmigración, USCIS no emite reembolso, independientemente
de la decisión de la solicitud.
Por favor tenga en cuenta que aquellas personas que han permanecido afuera de los Estados
Unidos durante más de un año sin autorización, no se les emitirá un “Boarding Foil”
Los Residentes Condicionales, cuya residencia condicional ha vencido, no se les emitirá un
“Boarding Foil” a menos que puedan demostrar que han removido el estado condicional de su
residencia o a menos que la notificación I-797 informe que el estado de residente ha sido extendido.

BOARDING FOIL PHOTO REQUIREMENTS
To apply for a boarding foil, please bring one (1) recent photograph, 2x2 inches (5 X 5 centimeters).
Photo should be taken in everyday attire showing applicant without a hat or other head covering. Photograph
must be in color and they must show a front view of the face on a plain light white/off-white background.

Para solicitar un « Boarding Foil » debe traer una (1) foto reciente, 5x5 centimetros.
La foto deberá ser tomada con ropa normal y la cabeza no tiene que estar cubierta . La foto debe ser de
frente, color y fondo blanco.
