3. DESCRIPCIÓN DE LA ASIGNATURA
Planeamiento Urbano II trabaja el proyecto urbano en la escala barrio, incorporando la componente
normativa.
La asignatura continua con el aprendizaje en torno a la propuesta urbana, integrando los
conocimientos necesarios en relación al marco regulatorio de la gestión y la disciplina urbanística.
En particular, el proyecto del fragmento urbano y su marco de planeamiento de desarrollo
(principalmente el Plan Parcial y el Plan Especial).

7. PROGRAMA DE LA ASIGNATURA
1.- PROGRAMA DE LA ASIGNATURA:
ENFOQUE GENERAL Y OBJETIVOS BÁSICOS:
Profundizar en el proyecto de escala urbana en toda su complejidad, integrando componentes
normativos, que permitan comprender los condicionantes para la formulación e implementación de
desarrollos urbanos.
Desde el análisis de la legislación española, la asignatura promueve la reflexión y aplicación de los
conocimientos básicos en otras realidades diferentes. En particular, y de la mano del proyecto de
Cooperación al Desarrollo entre el CEU y la Universidad de Makeni (Sierra Leona), el reto del
crecimiento urbano en África y el diseño de ámbitos concretos de la ciudad de Makeni, suponen
campos específicos de interés y trabajo en la asignatura.

PROGRAMA DE PRÁCTICAS:
En el período 2014-2050 la población urbana aumentará a nivel global en 2.460 millones de
personas, concentrándose el 93% de este crecimiento en las regiones menos desarrolladas
(UN- Habitat, 2014). En el África Subsahariana, para el período 2014-2050, se estiman 791,2
millones de nuevos pobladores urbanos (ONU, 2014), lo que supone cerca de 50 millones más
del total de la población actual europea. En relación a las condiciones de habitabilidad, aún 881
millones de personas viven en tugurios, 663 millones carecen de agua potable y más de 2.400
millones de personas no tienen acceso a fuentes de saneamiento mejoradas, el 70% en las
zonas rurales (PNUD, 2015). Esta realidad, que demanda atención prioritaria en los campos
vinculados a la habitabilidad, junto a la experiencia previa en la ciudad de Makeni, Sierra Leona,
donde el CEU San Pablo lleva años trabajando en un proyecto de Cooperación internacional al
Desarrollo, promueven que el trabajo práctico en la asignatura se dirija a esta ciudad
sierraleonesa.

9. NORMAS DE COMPORTAMIENTO
1.- NORMAS:
- Las faltas en la Integridad Académica (ausencia de citación de fuentes, plagios de
trabajos o uso indebido/prohibido de información durante los exámenes), así como firmar en
la hoja de asistencia por un compañero que no está en clase, implicarán la pérdida de la
evaluación continua, sin perjuicio de las acciones sancionadoras que estén establecidas.
- Inicio de las clases: Las clases comienzan a la hora indicada, admitiéndose como máximo
10 minutos de tolerancia.
- Trabajos prácticos: En gran parte se desarrollarán en clase y los miembros del grupo
deben disponer del material y la información necesarios. Las entregas intermedias tendrán
incidencia en la nota final. Los trabajos deberán entregarse en la fecha y hora indicada por los
profesores, no admitiéndose cambios al respecto (excepto en alguna ocasión justificada por
escrito).
- Actitud personal: se incentivará la participación del alumno en la discusión del grupo y en
la presentación pública de los trabajos.
10. MEDIDAS EXTRAORDINARIAS
En el caso de producirse alguna situación excepcional que impida la impartición de la docencia
presencial en las condiciones adecuadas para ello, la Universidad adoptará las decisiones
oportunas, y aplicará las medidas necesarias para garantizar la adquisición de las
competencias y los resultados de aprendizaje de los estudiantes establecidos en esta Guía
Docente, según los mecanismos de coordinación docente del Sistema Interno de Garantía de
calidad de cada título.

3. COURSE DESCRIPTION
Urban Planning II works the urban project in the neighborhood scale, incorporating the normative
component.
The subject continues with the learning around the urban proposal, integrating the necessary
knowledge in relation to the legal framework of management and urban discipline. In particular, the
urban fragment project and its development planning framework (mainly the Partial Plan and the
Special Plan).

2.- DESCRIPTION OF LEARNING ACTIVITIES:

A01 LECTURE. Objective: To provide the basic theoretical contents for the
development of practical work.

supposes an exercise of urban project in a specific territorial area, where the
contents of the theory are overturned.

The student who does not pass the subject in the ordinary exam, must submit to

The grading system will be expressed by numerical rating from 0 to 10,
according to the criteria established in RD 1125/2003, of September 3,
which establishes the credit system and grading system in official university
degrees and the validity in the national territory.
7. COURSE PROGRAMME
1.- COURSE PROGRAMME:
GENERAL APPROACH AND BASIC OBJECTIVES:
To deepen in the urban scale project from its complexity, integrating normative components that
allow understanding the conditions for the formulation and implementation of urban developments.
From the analysis of the Spanish legislation, the subject promotes the reflection and application of
the basic knowledge in other different realities. In particular, under the collaboration between CEU
and Makeni University (Sierra Leone), urban planning in Africa and the design of specific areas of
the city of Makeni, are fields of interest and work in the subject.

In sub-Saharan Africa, for the period 2014-2050, are estimated 791.2 million new urban inhabitants (UN, 2014), which isabout 50 million more than the total current European population. In relation to habitability conditions, still 881 million people live in slums, 663 million lack acces to safe water and more than 2,400 million people have no access to improved sanitation sources, 70% in rural areas (UNDP, 2015 ). This reality, which demands priority attention in the fields related to habitability, together with previous experience in the city of Makeni, Sierra Leone, where CEU San Pablo has been working for years on a project of International Cooperation for Development, promotes that practical work in the subject go to this sierraleonean city. 9. ATTITUDE IN THE CLASSROOM
1.- REGULATIONS
Any irregular act of academic integrity (no reference to cited sources, plagiarism of work or
inappropriate use of prohibited information during examinations) or signing the attendance
sheet for fellow students not present in class will result in the student not being eligible for
continuous assessment and possibly being penalized according to the University regulations.
Start of classes: Classes begin at the indicated time, admitting a maximum of 10 minutes of
tolerance.
Practical work: To a great extent they will be developed in class and the members of the group
must have the necessary material and information. Intermediate deliveries will have an impact
on the final grade. The works must be delivered on the date and time indicated by the
teachers, not admitting changes in this regard (except on some occasion justified in writing).
Personal attitude: the participation of the student in the discussion of the group and in the
public presentation of the works will be encouraged.
10. EXCEPTIONAL MEASURES
Should an exceptional situation occur which prevents continuing with face-to-face teaching
under the conditions previously established to this end, the University will take appropriate
decisions and adopt the necessary measures to guarantee the acquisition of skills and
attainment of learning outcomes as established in this Course Unit Guide. This will be done in
accordance with the teaching coordination mechanisms included in the Internal Quality
